MAJOR PURPOSE OF POST:
• Working with tenants who require support to achieve outcomes that relate to becoming better off financially, healthier or more independent in the home and community.
• Overseeing health and safety at sheltered housing schemes, monitoring the quality of gardening and cleaning services and reporting communal repairs.
• The post-holder will divide their time between delivering services at a designated scheme and working in other areas on a floating basis.

MAIN DUTIES AND RESPONSIBILITIES:
The job description refers to the principal duties and responsibilities of the Post. It does not necessarily list in detail all the tasks required to carry out these duties and responsibilities.

• Undertake key responsibilities for a caseload of clients within the sheltered scheme to promote independent living and safety in their homes.
• Co-ordinate support services from other agencies, carers and relatives as necessary within the Sheltered Housing Scheme.
• To make daily contact with tenants as required, being proactive in checking on their welfare in line with their individual support needs.
• To ensure the designated scheme is linked to the relevant alarm response system, and to maintain regular liaison with the staff in relation to any tenant, including making referrals for dispersed alarms where required.
• To respond to emergencies as they occur.
• To seek, build and maintain partnerships with external agencies providing services. To utilise those services to provide maximum benefit for clients and to use the relationship to promote the council’s sheltered schemes and services.
• To develop and maintain an up to date and extensive knowledge of service available to the client group and be able to signpost tenants to these services and empower them to make use of them independently.
• To advocate on behalf of clients where required to ensure that they receive services to which they are entitled.
• To complete, maintain and review all records for sheltered schemes and all clients to a high standard; including support plans, risk assessments, daily logs, personal files, emergency details, building and fire records and monitoring information (e.g. outcomes monitoring required by the Supporting People Team).
• To develop protocols , guidance and procedures for the use of on site facilities to include the laundry, guest room, fitness suite  and any IT or electronic equipment provided for residents use in line with the relevant Council Policies and Health and Safety legislation.
• To ensure confidentiality is maintained at all times.
• To undertake the Premise Management function for the buildings and services provided to sheltered schemes and take the lead in investigating and resolving issues as and when they occur to ensure that the council provides a high quality and safe environment in its sheltered schemes.
• To be responsible for the security of purpose built schemes and to make tenants aware of the scheme security.
• To promote and market the council’s housing services and schemes including the benefits of downsizing and/or measures that can be put in place to enable a property to remain safe and accessible for the tenant.
• To ensure that all tenants of designated properties are offered an assessment of their needs when they become eligible for the service and to repeat this offer periodically to ensure any needs are addressed promptly.
• To use this offer process to monitor the well-being of tenants and work closely with housing officers to report any concerns about any aspect of a tenancy or property.
• Undertake initial and continuous support and risk assessments for customers and ensure that support plans are a comprehensive and detailed record of the outcomes that are achieved for clients.
• To ensure that periodic checks on all matters of Health and Safety and Fire Safety at purpose built schemes take place and to work with the appropriate technical officer to achieve this.
• To ensure that tenants with mobility issues living in sheltered schemes have up to date Personal Emergency Evacuation Plans and that these plans are identified in site log books and are reviewed periodically.
• To act as keyholder for the complex and associated properties.
• To be responsible for stock control of cleaning items, first aid supplies and associated stationary.
• To provide a first aid emergency response to residents and visitors to the Sheltered Housing Complex
• To be responsible for the periodic testing of emergency alarm equipment including hard-wired systems, dispersed alarms where requested and pendants and the recording of this testing.
• To ensure that personal objectives derived from the council’s corporate plan are achieved.
• To encourage tenants to become involved with activities and groups to enhance participation and accountability and where necessary to be responsible for the management of cash where tenants are required to contribute.
• To organise, develop and procure  social events as desired by the tenants and encourage them to take the lead in organising themselves thereby ensuring they are fully engaged in the services available to them, promoting independence and wellbeing.
• To engage with the wider community, developing strong links with schools, voluntary groups and other service providers to ensure that residents are not excluded from services in their local area.
• To carry out assisted viewings and sign ups when required at sheltered schemes
• To manage the hiring of Scheme Guest Rooms and the associated cash handling in line with the Councils Financial Standing Orders and Procedure notes and audit recommendations,
• To provide cover to other sheltered schemes if required e.g. holidays and longer term absences.
• To provide help, advice, guidance and support to colleagues in matters related to later life and aging.
• Ensure compliance with the Council’s Financial Regulations, Standing Orders, Policies and Procedures
• To implement the principles of the Council’s Equal Opportunity Policy whilst carrying out the above duties
• To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions.
• To implement the principles of the Council’s Environment Policy while carrying out the above duties.
• Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer from time to time.
