Job Role:
• Ensure that work undertaken by all utilities contractors working on the Lewisham Highway Networks and assets complies with Contract Specifications, Statutory Requirements, ACoPs, London Permit Scheme, Health and Safety Regulations and meets acceptable standards of quality.
• Ensure the Council’s highway network is maintained in a safe and serviceable condition, and take action for non-compliance under the Highways Act and NRSWA.
• Carry out systematic and ad hoc site inspections and investigations of street works, road works and highway licences in relation to the relevant legislation and codes of practice.

• Undertake the duties of the Engineer’s representative on allocated major and planned maintenance projects through supervision of site works, ensuring compliance with specifications, satisfactory control of site and public safety, setting out, measurement, and maintenance of records, and ensure compliance with specifications.
• Ensure all works comply with Chapter 8 of the Traffic Signs Manual.
• Advise on technical issues including responding to correspondence and complaints, collate data, carry out analyses and prepare reports on specific topics as required.
• Keep accurate records of inspections and maintain and update Highways records.

• Record, report and follow up, as required, failures of compliance.
• Be responsible for decision making with respect to these areas.
• Monitor utility contractors activity, ensuring standards are achieved.

Main Job responsibilities:
• To be responsible for carrying out sample and ad hoc inspections of works on the Highway network and Assets. Ensure all works comply with the relevant specifications and Health and Safety requirements.
• Ensure works are undertaken in accordance with deadlines.
• To extract notice and sample monitoring information from the Street Works Register using data capture devices for site recording of street works and associated defects.
• To carry out defect inspections of street works ensuring compliance with relevant current legislation.
• Attend joint site meetings with promoters/undertakers to discuss methods of working and remedial action to defective reinstatements in compliance to S.R.O.H.

• To carry out inspections of street works reporting all FPN and Section 74 information to appropriate officer.
• To carry out inspections of works carried out under highway licences and report information to relevant officer.
• Required to obtain or hold a SQWR Card.
• To undertake the following financial management duties: i) ensure cost recovery for works undertaken in default, ii) work closely and effectively with Street Works Permitting and other Officers to ensure recovery of fees and fines due to the Council.

• Maintain professional contact with other Council Officers, Members, representatives of Government Departments, other Borough, Statutory Bodies and Public Utilities, the police, contractors, members of the public and public groups.
• Advise internal and external stakeholders on highways and streetworks inspection and maintenance issues.
• Become fully familiar with and utilise the Councils Register of Works System (Confirm) and Street Manager using PDAs and Confirm Connect for site access.
• Upload daily inspections and route plan site visits to a time effective manner in order to meet team targets.

• Download inspection results and report all FPN and Section 74 relevant information to the appropriate officer.
• Review inspection history, permit conditions, plotted map locations and comments.
• Drive their own vehicle (mileage can be claimed)
• Supervise minor schemes on planned and routine maintenance works in particular footway works by Council’s own contractor.

• Undertake the duties of the Engineer’s representative on allocated major maintenance projects, ensuring compliance with specifications, satisfactory control of site and public safety, setting out, measurement and maintenance of records.
• Ensure all works comply with Chapter 8 of The Traffic Signs Manual.
• Advise on technical issues including correspondence and complaints, collate data, carry out analysis and prepare reports on specific topics as required.
• In liaison with Engineers, negotiate and compromise solutions to local site work issues.
