To be the lead technical adviser on all Mechanical & Electrical matters.
Key Objectives of the role
Reporting to the Head of Strategic Asset Management, to lead and manage the Councils energy strategy and identify energy saving greening initiative works.
To review options to reduce the Councils energy costs, across the estate, in line with the Councils climate change strategy.
To be the lead technical adviser on all Mechanical & Electrical matters.
To lead the Councils Mechanical & Electrical services to the Councils property stock, to include designing and managing the works from inception to completion.
To liaise with and manage third party consultants and contractors. To be able to offer advice for other departments and provide updates to stakeholders
Skills and qualifications
Accredited Building Services Degree
Evidence of continuous professional development
Proven Autocad and NBS experience.
Experience of managing a technical team to provide all Mechanical & Electrical related advice and manage construction works from inception to Completion working alongside consultants
DESIRABLE
CIBSE qualification
City & Guilds apprentice trained advance craft and/or C&G 2391 Testing and/or Gas Safe registered
Competence Summary
(Knowledge, abilities, skills, experience)
Detailed understanding on managing consultants, to deliver one off capital projects, which include Mechanical & Electrical services.
Experience with developing a client brief, designing, and delivering projects in excess of £1m.
Knowledge of EU procurement regulations.
Significant experience in Mechanical & Electrical Engineering or skilled in one discipline with a sound knowledge of the other, in a similar role from either a public or private sector background.
Experience of providing technical support to and managing projects and programmes, initiate improvements and ensure lifecycle value for money.
Detailed knowledge of building and service contract administration and contract law.
Experience of overseeing, maintaining, planning multiple compliance work streams and projects.
Management level experience which demonstrates the ability to analyse, interpret and report on complex information which includes the use of information technology and systems as an analytical and management tool.
Experience of reviewing supply chain and processes and the introduction of new technology and systems across teams and services which successfully identified waste and maximised efficiencies
Demonstrable experience of effectively managing contractors and consultants to deliver a high quality, customer focussed and value for money service.
Experience of monitoring programmes and budgets in excess of £1m.
Intermediate level of PC skills, including knowledge of MS Word, Excel, Powerpoint, Outlook and Project.
Ability to produce clear concise reports.
Sound and logical thinker.
Extensive knowledge of Health & Safety legislation, including CDM Regs.
Good written and verbal communication skills.
Good negotiation and organisational skills.
Work alone unsupervised or as part of a team
