Role Purpose
1. To achieve compliance with statutory requirements through enforcement, inspection, investigation, auditing and monitoring in respect of food safety/standards, health and safety, infectious disease, licensing e.g. massage and special treatment, public health and smokefree.
2. To change community and individual behaviour through communication, persuasion, advice and guidance or enforcement.
3. To achieve Council and service unit objectives, improve place, community wellbeing and economic prosperity.
Tier 1
1. To demonstrate the minimum competencies that supports food control in accordance with the Food Law Codes of Practice and the Food Standards Agency, Knowledge and skills for the effective delivery of official food and feed controls and other activities – Competency Framework namely:
Knowledge and understanding of:
• Relevant legislation, codes of practice, guidance, policies and procedures
• The Primary Authority statutory scheme
• The individual’s role and responsibilities when undertaking activities
• Other organisations that interact with businesses
Ability to:
• Communicate effectively
• Review records and information provided during the activity
• Record details of the activity undertaken on an appropriate IT system
2. Provide service users and stakeholders with comprehensive advice, guidance, and information on all aspects of the team’s service delivery as well as any relevant wider cross cutting council services.
3. To respond to complaints about food safety, health and safety, infectious disease, licensing, public health and smokefree using a risk-based approach.
4. Utilise the appropriate investigative and evaluation techniques to assess hazards and risks and determine the nature, cause remedy and urgency of the problem and rectification
5. Deliver the team service plans in relation to low risk businesses.
6. Prepare Enforcement Notices in order to obtain compliance.
Knowledge, Qualifications, Skills and Experience
Knowledge
1. Possess a high standard of numeracy, literacy, and grammatical accuracy
2. To have a basic knowledge of all environmental health legislative controls and enforcement tools and their legal basis relevant to the team, together with and their proper practical implementation in the context of an English unitary local authority.
3. Possess an in-depth and current knowledge of the principles of risk assessment and control, and its proper practical implementation in at least one specialised area of environmental health.
4. Possess an in-depth and current knowledge of the principles of quality systems, and its proper practical implementation.
5. Possess an in-depth and current knowledge of the technical, scientific, environmental and health aspects of at least one specialised area of environmental health.
6. Possess the skills to lead, co-ordinate and communicate effectively.
Qualifications
7. Higher Certificate in Food Control (HCFC) or Higher Certificate in Food Premises inspections (HCFP) or a suitable qualification as outlined in the Food Law Code of Practice.
8. Certificate of Registration of the Environmental Health Registration Board.
9. MSc/BSc/Diploma in Environmental Health.
10. Registration as a Chartered Environmental Health Practitioner or the equivalent experience.
11. Maintenance of competency requirements in respect of the CIEH (CPD), RDNA, FSA, HSE or relevant body.
12. Membership of chartered or professional organisation, preferably chartered status, or holder of post graduate qualification (or equivalent) related to the role.
13. Training for Trainers or the Equivalent
Skills
14. Possession of a full current driving licence
