Salary: £244.00 per day

We are seeking a dynamic and experienced interim Strategic (Lead) Commissioning Manager to lead older adult commissioning teams within the adults commissioning service until a permanent member of staff is recruited.

The role will support and implement the new commissioning strategy across the services as well as overseeing day-to-day activity across the teams.

*Experience and knowledge of commissioning and contracting for these services is essential in order to lead the teams that contract for, quality assess and pay invoices for service provision.
*The teams include care homes, home care, extra care housing, voluntary sector, and brokerage.
*The teams use Mosaic and are implementing the Provider Portal module, they are also implementing PAMMS. Knowledge of these systems would be helpful.
* Line management essential, the position currently manages a team of 35 to 40 permanent and temporary staff including 5 Commissioning Managers as direct reports.

In this role you will need to be in the Council offices or at other local locations for up to 2 or 3 days per week, and potentially more frequently during initial induction and orientation.

Role Purpose:
• You will implement the commissioning strategy set out by the Service Manager.
• You provide management of the older people’s services commissioning teams which includes overseeing commissioning managers and officers.
• This includes analysis, monitoring, project management, financial oversight and strategic input into a range of local, sub regional and regional commissioning strategies and projects.

Essential Criteria (Requirements that must be met)
• The post holder will have a degree or equivalent professional qualification in management and social care.
• Substantial and successful experience, in local government, voluntary or private sector in the delivery of children’s and young people’s services and or commissioning and contract management over a number of years.
• Experience of leading, managing and developing a team to effectively deliver a range of quality and cost effective commissioned services that meet statutory and non-statutory requirements of the Council.
• An understanding and experience of the changing environment within which Local Government Services operate and problem solving skills.
• Excellent written and verbal communication skills, including the ability to negotiate and influence colleagues and partners, for example, private sector and voluntary sector.
• Competent use of Microsoft office packages, Excel, Word and PowerPoint.
• Well organised with excellent time management skills.
• A sound  knowledge of IPC model of commissioning and adult’s legislative practices, policies and standards and how these apply to local authorities
• Substantial knowledge and experience of strategic and general management concepts.
• Leadership experience, with the ability to manage, co-ordinate and plan the managed area.
• Experience of developing and maintaining complex partnerships.
• Financial and commercial acumen with experience of managing budgets.
• Experience of managing projects.
• Knowledge of delivering against equality, diversity and inclusion objectives within relevant service areas.
