JOB PURPOSE

To act as the Senior Officer within the Building Control Section of the Regeneration and Economic Development service

area. The postholder will undertake a full range of building control and integrated development management duties, in

accordance with the Council’s Building Control Policy Document.

KEY RESULT AREAS

1. To lead and give direction, instruction and training to a team of Building Control Surveyors, including

overseeing and allocating work and signing off decisions.

2. To be available, on call, to deal with the control of dangerous buildings during and outside normal working

hours.

3. To be responsible for dealing with major projects, especially in relation to the proposed City Centre

redevelopments and other large commercial and industrial projects of a complex nature or requiring fire

engineering design solutions. The role will require competency class to work on commercial projects in

accordance with the Building Safety Regulator

4. To promote and be a member of the Fire Liaison Working Party within the Hospital Trust, the promotion of the

Development Team Approach and maintaining the Partnership with the Gwent Health Trust.

5. To promote and deal with all preliminary enquiries for large commercial and industrial projects

6. To be aware of the ISO 9001:2000 Quality Management System and to aid in developing improved

management strategies and to contribute to achieving continuous improvement in service delivery in line with

LABC initiatives

7. Promote Local Authority Building Control, especially in relation to developing marketing and promotional

strategies, creation and retention of Partnership Schemes. Organise and run the annual Building Excellence

Awards presentation.

8. To maintain full awareness of policies and to ensure that these are implemented by all members of the team.

9. Control of demolition of buildings and inspection of scaffolding erected on the highway, to ensure protection to

the public.

10. To be proactive in pursuing an increase in future work by marketing and promoting the service provided,

especially following up proposed developments highlighted from checking Planning application lists, and

active involvement in pre-application meetings

11. Assist the Council�s solicitor in preparation of Court cases when necessary in respect of Enforcement Action

and dangerous building matters; also appearing in Court as the Council�s specialist witness. Also overview of

any Building Regulations or public safety actions by members of the team.

12. Deputising for the Building Control Manager in their absence

13. To carry out such other duties as directed by the Building Control Manager or the Development Services

Manager, which are appropriate to the grading of the post and to include mentoring less experienced

staff providing guidance where necessary

14. Deal efficiently and courteously with enquiries from clients and customers, whether by letter, telephone call or

personal call, and ensure that other members of the section do likewise.

15. Ensure so far as is reasonable and practicable, the health, safety and welfare of all employees under the post

holder�s supervision. To arrange suitable training and provide appropriate information and guidance on

health and safety matters.

PERSON SPECIFICATION

ESSENTIAL DESIRABLE

Qualifications � Significant demonstrable post qualification

experience in the full range of building

control and building issues and

enforcement work is essential.

� Competency validation min. Class 2

� Full membership of the Royal Institution of

Chartered Surveyors, M.B.Eng, MCABE

or equivalent or the Association of

Building Engineers or working towards full

membership.

� Working towards Competency Class 2(f)

Knowledge � Hold a recognised qualification in Building

Control/surveying .eg ONC HNC degree

etc

� Specialist knowledge and expertise on

design of major projects, especially large

commercial and industrial buildings of a

complex nature or requiring fire

engineering design solutions

� Thorough knowledge and understanding

of legislation and statutory obligations

which affect the provision and delivery of

a quality customer focused building

control service

� Understanding of ISO 9001:2000 Quality

Management System

� Knowledge and understanding of the

business ethics now incumbent in

Building Control, and the need to develop

partnerships with Architects, developers,

builders, etc. and a development team

the requirements of the Building Control

Service, including attending out of hours

emergency call outs

performance and procedures

care
