Role Specific Responsibilities:

1. Ensure all responsibilities for which the post holder is responsible are carried out in accordance with current Legislation, Government Policy, Regulatory Requirements, approved Codes of Practice and guidance, and align with the Council’s Corporate Plan, Business Plans and Service Plans.
2. Provide specialist property maintenance surveying expertise to mitigate the risk of the Council to liability from housing legal disrepair claims.
3. Provide a customer focussed service to tenants and leaseholders in the disrepair process, ensuring properties are maintained at the standard and quality required by the Council’s policies.
4. Provide specialist professional expertise and knowledge and deliver building pathology assessments of defects, and specify works required to rectify faults.
5. Develop and implement processes which reduce the Council’s liability to legal disrepair claims.
6. Lead on the provision of specialist advice on the selection, appointment, retention and fees for specialist remedial contractors e.g. damp and mould, and structural experts.
7. Manage and monitor service and maintenance contracts, both by the Council’s in-house operational workforce and external contractors, in relation to disrepair.
8. Undertake professional building surveys; prepare schedules of work and tender reports with effective financial appraisals, providing recommendations on forms of contract and specific clauses.
9. Lead on the role of service expert in the use and delivery of devices for the purpose of making assessments and diagnosis of building failures, including damp and mould cases.
10. Lead on the review of ‘Expert’ Disrepair Surveys by other parties, including challenging where appropriate.

Qualifications

• Good general standard of education (minimum to A’ level standard or equivalent) and relevant professional qualification or experience.
• Evidence of continuing development of professional and managerial skills, e.g. through training, qualification and/or experience.

Desirable
• Membership of a relevant professional body.
• Qualified to degree level or equivalent in a construction or related field.

• Sound working knowledge of the Building Regulations.

Desirable

Somerset Council are seeking to appoint an experienced building surveyor on a six month contract whilst permanent recruitment is undertaken. We are seeking someone with experience in managing disrepair cases, carrying out inspections for reports of damp and mould, carrying out inspections and surveys for general defects and building works. You will be the technical expert within the repairs team, providing sound judgement and decision making.
