As a member of our Environmental Enforcement team, you will be responsible for enforcing a range of environmental legislation across Kingston and Sutton. The role includes investigating complaints about fly tipping and other waste offences, identification and enforcement of abandoned vehicles, tackling unlawful mooring on the river Thames and using a range of measures to resolve complaints for our residents.
You will be part of a small team that delivers a range of environmental enforcement functions across both Boroughs. The work of the team is varied and the role involves managing a caseload, responding to urgent requests and taking part in targeted enforcement activities. You will be expected to keep detailed records as you investigate allegations and determine the most appropriate enforcement action to secure resolution to issues. You must be able to demonstrate your ability to adapt to changing priorities and work accurately and diligently.
You will bring experience of investigation and enforcement activities preferably in environmental enforcement. Conversant with PACE and RIPA, you will be confident at investigating offences, gathering evidence, taking statements, preparing case files and attending court.
This is not a uniformed officer role and you will not be expected to undertake patrols or issue penalties on the spot.
Good ICT skills are essential. You will be mainly working out in our communities so access to a car for work and a full driving licence are essential.
Essential:
● Proven experience of enforcement activities in environmental enforcement, including
the investigation of fly-tipping and abandoned vehicles.
● Conversant with PACE, RIPA and relevant legislation, you will be confident at
investigating offences and experience of gathering evidence, taking statements,
preparing case files and attending court.
● Excellent written and verbal communication skills and good computer literacy
● Experience in dealing with members of the public, good interpersonal and customer
care skills.
● Good organisation skills, an ability to work independently under pressure, prioritise a
varied workload, problem solve and make reasoned judgements The Role:
● Investigate fly-tipping complaints on private and/or unregistered land, or where required on the highway or public land when our enforcement contractor is unable to do so.
● To investigate and follow the appropriate process for reports of abandoned vehicles.
● Investigate suspected trade waste offences, providing a problem solving approach to
issues of waste storage and collection in areas of mixed residential and commercial
uses.
● Gather evidence and prepare case files, reaching a decision on the issue of notices,
penalties or prepare referrals for prosecution. Appear as a witness, giving evidence in court as required.
