Provide efficient, effective and economic building related facilities services to 160 Tooley Street and the Queens Road campus, the council’s administrative headquarters, and allocated ancillary buildings to ensure the optimum working environment fully supports the council’s modern ways of working.
Manage the site-based customer/client-facing activities; manage customer relationships and take a proactive approach to establishing and maintaining good relationships and working processes with internal clients and customers.
Principal accountabilities
1. In the absence of the building manger, lead and manage site based facilities team and deliver all site-based facilities management services and be the primary point of contact in respect of all reactive and planned preventative maintenance work including building related compliance activity undertaken by contractors
2. Liaise and consult with the CFM Technical team on 160 Tooley Street property matters drawing on the technical expertise available from building surveyors, quantity surveyors, architects, or mechanical, electrical and plumbing engineers to ensure the building remains safe and operationally compliant

3. Operationally manage, monitor and audit the delivery of contracted services for the building. Ensure all key performance indicators are met and service delivery achieves value for money targets; that enable contractors to produce robust operational performance reports. Develop collaborative working practices with contractors
4. Manage, develop and deliver the buildings reception services to meet the highest standard expected by the council when greeting VIP’s, councillors, staff and visitors. Ensure staff provide a courteous and professional service at all times and meet or exceed Key Performance Indicators (KPIs) in relation to the service
5. Manage, develop and deliver the building event management service ensuring that all planned corporate, democratic / constitutional and community events held at 160 Tooley Street are managed efficiently and delivered on time and within budget
6. Identify and monitor the allocation of resources in respect of the corporate reception services, event management, mail service including but not limited to folding /inserting mail operations, locker keys, porterage and minor works/repairs, pool vehicles, cycles and stationery, taking appropriate action to mitigate adverse risk associated with the occupation and client use of the building
7. Implement agreed improvements to business processes, role changes and corporate reception and event services operation to achieve Divisional priorities and strategic objectives
8. Respond promptly and confidently to emergencies at Tooley Street or Queens Road assisting with incident management and liaising with the borough emergency control centre and emergency services as appropriate

KNOWLEDGE RELEVANT TO THE JOB
. BIFM qualification or evidence of ongoing professional development.
2. Membership of IOSH or equivalent
3. Proficient in Word and Excel
4. Knowledge of mandatory and statutory building compliance
5. Operational facilities management experience

EXPERIENCE
Previous experience of managing customer focused teams and building relationships in a large multi site blue chip or government organisation
7. Experience of managing change, implementing advanced workplace principles (new ways of working)
8. Ability to simultaneously project manage a range
of projects, and operational building tasks
9. Experience of operational report writing
10. Experience of budgetary control of capital and revenue spend in excess of £1million
