Key Tasks and Accountabilities: Democratic Services Officer
1. Proactively support and lead on all aspects of work relating to the Council’s decision making structure, including providing advice and support to Members, officers, stakeholders and citizens.
2. Responsibility to ensure that all decisions are taken in accordance with all legal and constitutional requirements.
3. Proactively manage and support all aspects of the Member / Officer decision making having regard to local procedures, council policy and best practice.
4. Advise Members and officers on legal and constitutional requirements of the decision making process and relevant legislation.
5. Contribute to providing efficient and effective support to all Members.
6. To lead on supporting all aspects of Cabinet, Council and Committee meetings including preparing reports and agendas, attending meetings to take minutes of the formal proceedings and advising on constitutional requirements.
7. Lead on advising Members and officers concerning relevant legislation and procedures relating to the remit of individual committees.
8. To assist the Corporate Governance Manager with the review, development and enhancement of the Council’s Constitution to ensure that it meets current legislative requirements and best practice.
SKILLS AND ABILITIES:
High degree of ability to produce a clear easily understood, grammatically correct agendas, reports and minutes of meetings.
Ability to understand, interpret and present information from a variety of sources.
EXPERIENCE:
Experience of working at a similar level within a local authority or large public organisation.
Experience of managing Committee work programmes.
Experience of delivering training on the Member Code of Conduct and aspects of the Council’s constitution.
