Integrated Commissioning Programme Officer

PURPOSE OF JOB:
To support a programme of joint commissioning in line with the Commissioning for Lincolnshire approach.
The post holder will provide support to the Programme Manager for Children’s Integrated Commissioning on ensuring delivery of all aspects of the commissioning cycle, including: shaping, planning, design and delivery of new commissioned services; the redesign of existing services, performance review frameworks and joint review processes and ensuring an integrated approach to performance management, quality standards and service delivery.
The work may cover all aspects of integrated children’s commissioning but for the most part the post holder will be leading or managing projects with whole service or county–wide impact or leading LCCs and/or Integrated Care Board’s (ICB) most complex projects. However the post holder will be flexible in order to work on whatever is the current priority.
Assist with the delivery of a consistent strategic commissioning approach across the Council and ICB in assisting, as appropriate, with:
• Embedding new ways of thinking and working
• Developing and maintaining strong, positive working relationships across service areas,
with providers and partners

To support the Programme Manager within the Children’s Integrated Commissioning team on a range of projects relating to integrated children’s health and care commissioning, providing day to day leadership as appropriate to deliver the agreed priorities within commissioning strategies.
To lead work primarily with senior managers to provide critical challenge, facilitation and support to help their areas improve and plan for that improvement.
To work with senior managers on the most complex projects to review current service delivery and work with them to develop effective commissioning solutions.
To analyse the most complex data and information on performance and utilise relevant approaches to help improve it including statistical analysis, benchmarking, target setting etc.
To build and maintain a good understanding of local and national priorities and needs.
To support relevant engagement and consultation activities forming part of any project including ensuring compliance with legal obligations and inclusion of the voice of the child.
To lead on working with senior managers, both internally and with external organisations (primarily NHS organisations), to develop all aspects of the post holders own or someone else’s projects to include benefits strategy on the most complex projects, providing expert advice and guidance as appropriate for own area of expertise.
To develop, maintain and influence effective and regular relationships with a wide range of stakeholders both internal across the council (most of whom will be senior managers) and external, also at a high level including health commissioners, LSCP etc. This will involve working particularly closely with the ICB in Lincolnshire and to understand and influence ways of working across organisations in relation to the joint health and care commissioning agenda.
To help LCC and ICB managers make the changes they need to deliver the benefits they anticipate by managing the most complex projects and work streams and advising individual managers.

Professional & Specialist Knowledge
Relevant qualifications (such as an appropriate degree or professional qualification) or demonstrable experience in a relevant specialist area, and
Relevant and demonstrable experience across most of the diverse range of knowledge needed for the role.

Understanding of health and social care landscape, including responsibilities, drivers and priorities of organisations represented.
