Experience and knowledge required:
• Experience of successfully leading business analysis projects and service reviews in complex public sector environments, producing high quality analysis which has supported the delivery of sustainable transformational change.
• Experience of undertaking detailed business analysis and service design work to create strategies, services and processes that improve outcomes, deliver efficiencies and operate within a defined corporate operating model.
• Experience of redesigning customer journeys to better improve resident experience and service outcomes.
• Appreciation of service design and UX, ensuring that process changes improve resident experience.
• Experience of developing requirements for technical and development teams, including recommendations for integration.
• Experience of redesigning underlying processes to drive efficiency.
• Experience of building excellent relationships with senior managers and Members, with a view to ensuring that corporate visions and priorities are delivered and that an excellent customer service is experienced by those stakeholders.
• Experience of report writing and communications for a variety of audiences, demonstrating numeracy and literacy, and applying expert knowledge.
• Experience in dealing with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy and an awareness of major policy objectives.
• Knowledge and understanding of business analysis and information modelling techniques, processes and standards.
• An understanding of Local Government an advantage.
• Awareness of information governance issues and legislation.
• An understanding of the political context and environment.
• Understanding of the issues and challenges relating to significant organisational and strategy change programmes.
Requirements of the Role:
The Analyst must be sufficiently confident and experienced to:
• Carry out the business analysis function to review a number of services and identify, at a high level:
a) Cashable savings that can be made through process redesign, automation or the introduction of digital solutions, with costing models and/or validated analysis to support all recommendations;
b) Innovative solutions to service delivery; and
c) Improvements to resident journeys and experiences.
d) Identify data input and output requirements for the business process and H-CLIC reporting.
e) Incorporating user requirements based on user research.
• Work independently and proactively ensuring outcomes are achieved in the desired timeframes.
• Delivering objectives with a flexible, collaborative and professional approach.
• Engage with senior stakeholders and team members to achieve the deliverables which result in the embedding of new ways of working and an improved resident experience.
Experience and Knowledge:
The Senior Business Analyst must have:
• Experience of working in local authorities or similar sectors with knowledge of the services that are delivered by departments.
• Knowledge of solutions that have been implemented in other local authorities to improve service delivery and reduce costs.
• Extensive experience of using process redesign techniques (Lean, Systems Thinking, BPR etc) to increase efficiency in cross-functional environments, driving out process waste and improving workflow.
• Extensive experience of quantifying the benefits that can be derived from process redesign and building business cases.
• Substantive experience of identifying opportunities for deploying digital solutions.
• Knowledge of costing techniques.
• Success in implementing change to service delivery and achieving savings.
• Excellent Excel skills – being able to quickly review and manipulate data to determine demand, failure demand and volumes.
• Excellent analytical skills – being able to focus on and draw out clear and concise findings and conclusions from a wide range of information.
• The ability to competently use Microsoft software e.g. Word, PowerPoint, Visio for visual reporting and feedback.
