Job Purpose:
To review, monitor and implement the Council policies, activities and procedures in relation to the operation and performance of tenant management organisations and other related issues and to formulate and implement proposals for change as appropriate.
To assist in the undertaking of the full range of functions for which the Business Unit is responsible.
Knowledge (incl. Qualifications):
Essential:
• Extensive knowledge of housing practices and procedures including a broad understanding of how they operate in the public sector.
• An in depth knowledge of housing issues and the structure and nature of housing provision.
• An in depth knowledge and understanding of tenant management organisations and their legal and administrative frameworks.
• Understanding of the legislation relevant to the post.
• An appreciation and understanding of health and safety issues and their relation to housing services.
Desired:
• Specific professional qualifications are not a prerequisite of the job but it is expected that the post holder will have a relevant degree or Housing qualification. In depth experience in an appropriate field can be substituted for formal qualifications.
• A knowledge of policy review and implementation processes.
Experience:
• At least 3 years experience of working with or dealing with housing or housing related public sector service, including experience of tenant management initiatives or possess a relevant qualification and 2 years relevant experience. Experience to include:
• Undertaking communications and liaison with voluntary, national and local agencies including tenants’ and residents’ organisations.
• Producing and presenting reports of a complex nature.
• Monitoring and reporting performance.
Aptitudes, Skills & Competencies:
Essential:
• To demonstrate the ability to:
• Undertake investigation and information gathering exercise.
• Produce and supervise the production of a range of written material and reports dealing with complex issues, against tight timetables.
• Present, explain and promote the content of policy and performance reports and initiatives orally and in writing.
Desired:
• Planning, implementation and co-ordination of projects policy initiatives.
• Undertake policy review, formulation, and policy development work.
• Lead on specific projects and represent the Unit within the Council and externally
• To supervise, support and monitor the work of trainees and other occasional staff.
