Job Advert – Interim Head of Economic Development
An exciting opportunity has arisen to lead the Economic Development Service on an interim basis as the council moves towards an Inclusive Economy Strategy.
Are you an Economic Development professional with experience of working at a head of service level across the broad economic development landscape? Do you have experience developing and delivering corporate and service strategies? Can you identify and deliver opportunities for transformation and service improvements?
If this sounds like you, then you could be who we are looking for to jointly own and drive the delivery of our Inclusive Economic Delivery Strategy, working with the Assistant Director and other Heads of Service.
You could be who we need to advise on service delivery models including options for delivery and a funding strategy to take the service forward and make sure it is best placed to meet the financial challenges facing the authority.
The council continues to support businesses as they recover from the pandemic and as they face the current cost of living challenges. You will lead, coordinate and ensure the successful delivery of multiple projects and workstreams across the team, including projects under the Good Economy Delivery Plan and High Streets Recovery Action Plan, a Creative Enterprise Zone and a programme of workspace policy and delivery.
As part of the Regeneration and Economic Development Senior Management Team, you will work closely with the Assistant Director, other Heads of Service and the lead Cabinet Member(s) to deliver corporate and programme objectives.

Knowledge, Qualifications, Skills and Experience (in addition to those on generic profile):
⦁ Experience of leading, managing and delivering a complex multi-disciplinary scheme/programme, which includes social and economic regeneration projects with a focus on economic development, enterprise support, workspace and/or town centre management.
⦁ Excellent understanding of funding opportunities from both the public and private sectors.
⦁ Experience of commissioning and managing work from external providers.
⦁ Experience of negotiating and influencing at a senior level, and excellent political awareness including the ability to advise elected members.
⦁ Excellent communication skills.
⦁ Ability to work with high level internal and external stakeholders.
⦁ Ability to exercise initiative and good judgement in delivering service and Council aims and objectives.
⦁ Strong understanding of regeneration and economic development policy environment, enterprise support, town centre management, the challenges high streets face, and the external funding sources available.
⦁ Experience of project and programme management – developing, implementing, maintaining and monitoring projects to tight deadlines.
⦁ Experience of managing staff, and coordinating work across service areas where other officers are leading on delivery.
⦁ Experience of budget management – monitoring, reporting, authorising spend.
⦁ Ability to write high quality reports and publications in good English to tight deadlines, and present information clearly to range of audiences.
⦁ Willing to attend meetings, events in the evenings and weekends as required
Qualifications
1. Educated to degree level or equivalent.
2. A regeneration or housing related qualification is desirable
