The role will be mainly remote working but there are staff on site so attending the office occasionally will be required, perhaps once or twice a month.

An exciting opportunity has arisen for an experienced manager in Housing Benefit, Council Tax Support and Discretionary Payments to lead Havering’s Benefits Services within oneSource, Exchequer & Transactional Services.
Exchequer & Transactional Services is an innovative department with a strong commitment to administering Benefits in a fast, efficient and controlled manner.
The Benefits Service is responsible for paying out £54 million in Housing Benefit and £15 million in Council Tax Support to residents of Havering. The service works closely with a number of council departments and the voluntary sector to maximise income to vulnerable households.

About the Job
The Exchequer Controls Manager will be instrumental in promoting continuous service improvement while delivering change.
We will provide you with varied and exciting work in a dynamic virtual business environment. This will include management and control of all aspects of the administration of Benefits Services.
You will be responsible for maximising income, making savings and improving efficiency using innovative models and initiatives. A team of up to 30 people lead by you will support you in service delivery and delivering service improvements.
Government grant return completion, developing and maintaining policy and introducing new processes will all form part of your diverse portfolio.
The successful candidate will be able to identify solutions and make decisions to achieve the best possible outcomes.
The majority of the role can be undertaken remotely in the UK.
About You
We are looking for a self-motivated, organized and committed individual to share our vision. You should have at least five years’ experience of leading in a busy benefits environment.
The successful candidate will have:
• A firm knowledge of current policy and practice and the ability to interpret and apply Housing Benefit and Council Tax Support legislation to work practices
• Leadership and people management skills including motivation, performance and capability
• Transformation management skills to deliver service improvements
• Experience in communicating with a diverse range of audiences both orally and in writing
• Managed projects and
• Supported seniors in setting strategy
