1. PURPOSE OF THE JOB:
1.1To provide a comprehensive building surveying service to the Council covering all types of property, with a focus on effective maintenance.
1.2To undertake the supervision and management of repair and renewal works to the Corporate property of the Council. To assist in undertaking condition surveys of a wide variety of non-residential property.
1.3To assist in maintaining robust programmes for ensuring that property is compliant with statutory regulations
1.4To support the Strategic Property Team providing Building Survey and inspection advice in relation to the assessment of contractual liabilities, preparation of schedules of condition and dilapidations and the negotiation of claims.
1.5This post will need to work across the four property disciplines across a range of specialism whose work is highly complex and diverse:-
– Technical Services which covers Engineering and Surveying,
– Compliance and Client Relations which controls activities, both strategic
and operationally, which delivers compliant, safe, resilient and reliable
operating environments,
– Cost Consultancy which provides a Quantity Surveying function
– Maintenance Contract Management.
Requirement
Candidates/post holders will be expected to demonstrate the following
Education
Degree or equivalent in Land Management/Surveying, Construction and Building strategy formulation, development and implementation (or similar).
Strategic management of asset and/or construction and building functions at a high level e.g. MRICS or MCIOB.
A business management or project management qualification at an appropriate level (Prince 2 foundation or similar).
Experience
Knowledge and experience of business case development and an ability to develop and implement capital and revenue-based programmes and projects.
Demonstrable evidence of managing outsourced consultants and contractors to deliver high quality, timely work.
Experience in the acquisition and disposal of a wide range of land and property both
leasehold and freehold and experience in bringing forward potential development sites.
Experience in dealing with the appointment and monitoring of external agents.
Demonstrable experience of identifying and implementing creative and/ or imaginative solutions to property problems.
Significant experience of using asset management databases and toolkits to calculate NPV and ROI.
The ability to show the post holder will deal with a range of complex and contentious matters whilst maintaining the Council’s major policy objectives.
Preparation and presentation of reports to senior management and Elected Members.
Relevant Local Government experience.
Track record of negotiating and working well with professional consultants and external contractors.
Evidence of success in building and enhancing the reputation of an organisation with external bodies.
Track record of delivery of quality projects providing Value for Money.
A champion of energy best practice and sustainability.
Knowledge
IOSH Certificate or Diploma (General or Construction).
Relevant legislation and codes of practice.
The post holder will need to be able to demonstrate a broad knowledge of property issues covering •
