1. Contribute to the projects relating to the development and implementation of housing solutions, homelessness prevention, trailblazer initiatives, welfare reform, and temporary accommodation strategies.

2. Prepare complex reports and carry out creative and complex work on a number of diverse subjects, involving research and statistical analysis, often where recognised general principles are not completely adequate to determine procedure or decision of cases.

3. Analyse the cost of nightly accommodation rates for households in different forms of temporary accommodation and suggest move on arrangements for the most expensive cases.

4. Evaluate the most effective package of incentives and accommodation charges to help the Housing Solutions services stay within budget.

5. Line management responsibility for four Casework Support Officers, ensuring they meet their targets.

6. Operate new technology, including any packages, programmes or systems on the Unit’s personal computers and the Department’s network, whilst, where appropriate, carrying out any of the above duties.

7. To lead on the provision of a robust and effective performance management system that ensures data quality is auditable and verifiable. As well as to develop a performance dashboard for the service and disseminate.

8. Ensure all literature created and used by the service is non discriminatory and meets equality standards.

This role has management responsibility for officers that utilise Northgate (NEC.
This role has management responsibility for a data analyst who utilises excel and online reports populated by Northgate.
The role requires a working knowledge of these systems.
The role also involves the uploading of Homeless Case Level Information Collection (HCLIC) by Central Government and so an understanding of the HCLIC specification, along with Northgate as the system where our HCLIC data is held, is vital in the performance of this role.

Knowledge, including educational qualifications:
Housing and homelessness and the problems facing local government
Awareness of the role of service development, data quality and performance management
Understanding and application of Southwark’s Equalities and Diversity Policy

Experience:
Experience of disseminating information and giving advice
Producing high quality work despite pressurised deadlines
Experience of working on the Northgate Housing System or similar housing database.
Meeting demanding performance targets
Developing and managing quality assurance and audit processes
Using negotiation skills in resolving problems
Experience of corporate working, team working and joint working with internal and external stakeholders
Producing high quality work for recurring tasks
Analysing or reporting on data, such as performance or the outcomes of a project

Aptitudes, Skills & Competencies:
Excellent IT skills to produce, collate and disseminate detailed technical information in a format easily understood by service users and staff
Ability to use computer systems including word processing, spreadsheets and databases for correspondence and reports
Ability to gather, analyse and interpret complex information and exercise judgement to make recommendations for improvement
Able to work on own initiative and be self-motivated and organised, demonstrating passion, drive, flexibility and commitment
Ability to challenge performance in a positive way retaining the confidence and respect of a variety of stakeholders
Can do attitude and demonstrable ownership and responsibility
Ability to gain, and retain, the confidence and respect of staff, service users and other contacts
