Job Title : FLYING START CONTRACTS OFFICER

The job description refers to the principal duties and responsibilities of the Post. It does not necessarily list in detail all the tasks required to carry out these duties and responsibilities.

• Ensure all commissioning functions relating to the Flying Start Service are progressed in an efficient and timely manner, and in line with appropriate regulations, legislation and guidance.
• Assist in actively developing a commissioning ethos throughout the Directorate.
• Liaise with the Council’s training sections (both Corporate and Directorate) to develop, monitor and review the delivery and training with regard to the commissioned Flying Start services, commissioning specific training courses where necessary.
• To maintain a current and in-depth knowledge of legislation, regulations, policy, procedure, practice and guidance with regard to the contracting and commissioning of services for and within the Directorate, specifically relating to the Flying Start Service.
• Develop and monitor specific contracts for use with child care providers in the Vale of Glamorgan.
• To liaise with the Flying Start Manager and Operational Manager for Children and Young People’s Services regarding the implementation and development of Flying Start Services in the Vale of Glamorgan.
• To attend Team and Departmental meetings as appropriate.
• To participate in Departmental and individual training programmes as appropriate.
• Ensure compliance with the Council’s Financial Regulations, Standing Orders, Policies and Procedures
• To implement the principles of the Council’s Equal Opportunity Policy whilst carrying out the above duties
• To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions.
• To implement the principles of the Council’s Environment Policy while carrying out the above duties.
• To report without delay any safeguarding concerns to the appropriate safeguarding officer.
• Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer from time to time
