Salary: £238.10

Operational Delivery
Deliver and manage capital programme contracts (e.g., decent homes, net zero, environmental works).
Oversee multiple complex housing projects (up to £3m annually).
Ensure projects meet cost, quality, and time targets.
Maintain health and safety standards and minimize resident disruption.

Contract & Project Management
Manage external contractors to ensure performance and compliance.
Ensure contract obligations are met and performance is reported.
Maintain accurate records and implement quality control systems.

Financial & Procurement Responsibilities
Manage budgets for allocated contracts (£10k–£3m).
Lead procurement activities in line with corporate policy.

Stakeholder & Customer Engagement
Engage with tenants, residents, elected members, and public groups.
Handle service requests and complaints effectively.
Provide guidance and training to service delivery teams.

Strategic & Administrative Duties
Assist in business planning and policy development.
Support audits and implement recommendations.
Use IT systems to enhance service delivery and reporting.

Problem Solving & Risk Management
Resolve complex issues and manage high-risk projects.
Ensure compliance with legislation and council policies.

Building & Health and Safety Responsibilities
Ensure all works comply with specifications, legislation, and best practices.
Monitor contractor safety and liaise with the Council’s H&S team.

Leadership & Team Support
Deputise for the Housing Capital Programme Manager as needed.
Support integration of new services and staff.
Develop tools and guidance for team knowledge sharing.

Qualification/Knowledge/Experience/Skills

Qualifications
Essential

• Relevant professional qualification (e.g. CIOB) or extensive experience in the construction sector.
• Good general standard of education (minimum to GCSE standard or equivalent, including English and Mathematics).
• Evidence of continuing development of professional and management skills, e.g. through training, qualification and/or experience.

Desirable

• Full membership of a relevant professional body, e.g. CIOB.
• Qualified to degree level or equivalent in a construction or related field.

Knowledge
Essential

• Relevant construction knowledge, including existing building types, forms of construction, and potential building pathology issues
• Detailed knowledge of a range of building contract forms, including amendments
• Knowledge of construction related health and safety legislation and requirements
• Knowledge of relevant legislation, including Planning and Building Control requirements
• Knowledge of Best Practice in project management, including PRINCE2 methodology
